Epistemic classes

Search measurement boundary
Search Console query, page, click, impression, CTR, position, and indexing data are treated as unverified until the relevant property is accessible and the data can be retrieved. Access denied is an access state, not evidence of zero traffic or zero indexing.
Claim substantiation
Security, compliance, performance, customer, certification, deployment, and government-affiliation claims require explicit supporting evidence. Brand terminology can describe a product concept, but it must not silently become a factual certification or deployment claim.
Change control
SEO policy is versioned in config/seo/seo-governance.json. The repository validator checks canonical service routes, metadata, structured data, evidence disclosure, sitemap membership, and blocked certification language before publication.
